John Hagan is Chief Executive Officer of RiverLinx Ltd, the special purpose vehicle comprising Ferrovial, Aberdeen, Invesis and SK Ecoplant. RiverLinx has delivered the £1bn Silvertown Tunnel under a DBFOM concession for TfL—financing, overseeing design and construction, and now operating and maintaining the asset. With extensive expertise in structuring and delivering Public-Private Partnership (PPP) models, John has successfully managed large-scale projects that balance public needs with private investment. His leadership ensures innovation, collaboration and sustainable development, achieving on-time, on-budget delivery despite global challenges. Prior to RiverLinx, John was CEO of Nexus Infrastructure in Australia, COO at NTE Mobility Partners in Texas, and Design & Construction Director for the LBJ Express project in the United States. A civil engineer and attorney, he is a licensed Professional Engineer and PMP, recognised for expertise in tunnelling and complex PPP delivery.
