Highways England , development and sponsorship director
Catherine joined Highways England in 2017 to lead on the establishment of a Sponsorship function for the £2.4bn Regional Improvement Programme. Her work involves developing and establishing the governance for a portfolio of over 80 schemes, recruitment, training and capability management for a team of Sponsors, embedded to assist in the delivery of value and benefits.
Prior to Highways England Catherine worked at Transport for London in a variety of senior leadership roles across the business. Most recently she was Head of Engineering, responsible for designing and delivering a major change programme, centralising the engineering function. Prior to that she was the Technical Sponsor for the £1bn Silvertown Tunnel scheme, developing the PFI contract, user charging approach and seeing the project through to DCO.
Catherine is a Chartered Civil Engineer working in the development and delivery of Engineering and Transportation programmes and portfolios. She has particular skills in governance, assurance and in building and developing teams, including leading them through periods of business change and uncertainty. Catherine is a member of the Institution of Civil Engineers Transport Expert Panel.
