Silvertown Tunnel – Industry partner

Last year at NCE Tunnelling we welcomed BBC StoryWorks for an exclusive screening of Transforming Tomorrow, using Silvertown to tell a story about what tunnelling makes possible. This year we return to Silvertown from a different angle.

Riverlinx and its shareholders Aberdeen Investment Trusts , Invesis , Cintra , Ferrovial and SK ecoplant join NCE Tunnelling 2026 as Industry Partners.

We look past the asset itself to the funding and delivery model that made it possible. The £1bn Silvertown Tunnel was delivered through a Design, Build, Finance, Operate and Maintain model, bringing together private finance, risk transfer and long-term responsibility for the asset across a 25-year operational term.

If we are serious about answering what infrastructure growth looks like over the coming decades, we also have to ask how we pay for it, how we procure it, and how we structure projects to deliver value across the full life cycle. Across transport, energy, utilities and water, the pipeline is growing. From AMP8 to the next generation of nationally significant transport projects, there needs to be a much bigger conversation about investment, procurement, risk and delivery models. If we want to be ambitious about what Britain can look like, we need to be equally ambitious about the models that let us build it.

Silvertown is where that conversation starts.

We bring a senior industry delegation to Silvertown to see the infrastructure first-hand and sit down with the people behind it — examining the financing, the DBFOM structure and the delivery decisions that took the project from infrastructure need to an operational asset with long-term responsibility built into its model.
